The Addicks boss, who has watched the 21-year-old a number of times this season, will use funds from Scott Parker's transfer to Chelsea to bring the Irishman to The Valley.
Forest manager Joe Kinnear told SkySports: "If we get between £4m and £8m for him, I could use that on new players."
