The left-back suffered a serious knee injury against Doncaster in 2008 and despite being out for 18 months, Bennett as been back in full training since the end of last season.
Davies told the Nottingham Post: "It is important for Julian to go out and gain some match fitness.
"Having had so long on the sidelines, he will still need to regain his sharpness.
"He should be fully fit again by the time the new season starts. He will have had a pre-season under his belt and he should be ready.
"But the best thing for him will be to go out on loan, probably until January at least, to get himself back to the right level. We will look to get him the right move to allow him to do that."
