Reports at the weekend suggested Nottingham Forest could hijack any deal for the 26-year-old, who has left Hull City for a fee thought to be around £500,000.
Burnley though have announced the deal, manager Brian Laws stating: "He is a box-to-box player, full of energy, and his link play with the midfield and forwards is exceptional.
"His pedigree, coming from Tottenham, shows that he can play and he will be a great addition to the squad."
Forest boss Billy Davies has made it clear that he has already handed a list of targets to the club's transfer acquisition panel who are now responsible for any summer signings.
