Hart, whose side haven't won in 12 league games, has a limited budget to work with but is still confident of finding the right player.
He told the official website: "It's far from easy to bring players in and the bottom line is that we don't want to sign anyone who is not going to improve the quality of the squad we have here already."
Forest travel to Cardiff on Saturday looking to end their dire run after falling into the relegation zone on Wednesday night.
First-team coach Ian Bowyer is looking to the Forest faithful to help the Reds towards three points.
