Kinnear, who has helped Forest climb out of trouble since taking over from Paul Hart, had previously only signed a rolling-contract but has relished his opportunity at the City Ground.
He told the Nottingham Evening Post: "I have signed for two years and I am already thinking about next season.
"I have got a long list of players I would like to bring in so I will sit down with the board and the chairman and discuss a budget.
"Hopefully, they will come round to my point of view."
Many fans are worried that Andy Reid and/or Michael Dawson will have to be sacrificed to fund the new arrivals.
Reid, along with team-mate John Thompson, has been called-up for the Republic of Ireland squad to face Bulgaria on Wednesday and Dawson has been included in the England U21 squad to play Sweden on Tuesday.
