The 27-year-old, who used to play for Norwich's bitter rivals Ipswich Town, broke his leg back in September but still managed to net a respectable seven goals in total.
A fee believed to be around £3m has been discussed by Canaries boss Nigel Worthington but Forest manager Joe Kinnear does not want to sell his proven goalscorer.
Worthington is looking for a goal-grabber as he begins his task of keeping Norwich in the Premiership and believes Johnson would thrive at the opportunity to prove himself at the highest level.
Johnson is Worthington's number one target however he is keeping close tabs on Preston's Riccardo Fuller after the Jamaican handed in a transfer request this week.
