Reds boss Gary Megson told the club website: "I'm really pleased to have signed Julian.
"He's a player that we have tracked for some time - in fact it first started when I was manager at West Brom and he got in the side as a young kid at Walsall.
"I've followed him since then and I'm delighted to have got him in."
