The 35-year-old scored twelve goals for Pompey last season helping them capture the First Division title.
Paul Hart told BBC Sport online: "Paul Merson is obviously a player who would interest us. He's got a great talent, but I wouldn't have thought that's going to happen,"
He added: "I think it's fair to say there is an interest there but it's probably not feasible,"
Merson, who has over twenty caps for England, would obviously bring his off-field problems with him but it is thought he wants to move closer to the Midlands.
The former Arsenal star would bring a wealth of experience to Forest's young guns but it looks likely he could move to the Bescott Stadium after already contacting Walsall manager Colin Lee.
