Many supporters are unhappy that Forest failed to sign anyone in January.
But Pleat told BBC East Midlands Today: "Every player that has been suggested by the manager has been enquired about and some just aren't available.
"Every club has an acquisitions panel, it's just a name. There's a media anti-feeling towards it because they think it's interference and it's not."
He added: "It may be that other players who have been recommended haven't been wanted by the manager, and he has the final say.
"The supporters must keep faith, the club's in a far better position than it was, it's progressing steadily and its got good people guiding it."
