Scimeca, 27, is one of Forest's top earners following his £3m arrival from Aston Villa under the days of David Platt.
His agent Jonathan Stanger told the Nottingham Evening Post: "The club have offered him new terms but they're reduced terms,"
He added: "We have had approaches from other clubs but we're just keeping an open dialogue with Forest at the moment,"
Scimeca will be out of contract next month along with defenders Jim Brennan and Matthieu Louis-Jean.
It is thought Portsmouth, Bolton and Charlton are all interested in securing his services should he decide his future lies away from the City Ground.
