Spurs have been heavily linked with the Republic of Ireland international but Forest chairman Nigel Doughty has refused to budge on his £5m asking price.
Kinnear told the club's official website: "It's an on-going situation with Tottenham and things are see-sawing backwards and forwards but I can't see anything happening now.
"We set the price from day one and our chairman has been standing firm on that but Spurs have been offering us everything - including the kitchen sink - except the money.
"It seems to me, everything with regards to Tottenham is dead and buried as far as we're concerned.
"But there are a few days left before the closure of the transfer window and there seems to be a lot of cash flying around in the Premiership so you never know when your phone might ring."
Charlton are also believed to be interested in taking the left-sided midfielder to The Valley and their boss Alan Curbishley has watched Reid play a number of times since last September.
Reid handed in a transfer request ahead of Forest's 1-1 draw with Wigan at the JJB Stadium earlier this month but may have to review his options should no Premiership club find the cash to secure his big-money move.
Meanwhile, the leaving time for the official Nottingham Forest coaches to Monday's game at Plymouth has been altered because of Bank Holiday traffic.
The new time will be 10am instead of midday.
